Qulliq Energy Corporation Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities. QEC-20-033 Contract Administrator Based out of Baker Lake, Nunavut and reporting to the Manager, Supply Chain, the Contract Administrator is responsible for organizing contracting processes and procedures, while providing support and guidance as it relates to the contracting cycle. The Contract Administrator maintains a work plan for all related tenders, public request for proposal and contract; formulating innovative solutions to help resolve complex procurement specific issues, while ensuring that all applicable purchasing policies and procedures are adhered to. Duties and Responsibilities: • Under the guidance of the Procurement Coordinator, works with QEC departments in determining solicitation methods (public tender, select invitation, direct invitation, standing offers) and organizes the procurement process for goods, services or construction through Request for Tenders (RFT), Request for Proposals (RFP), Invitational Requests for Quotations, (IRFQ), etc. • Develops Request for Proposal and Request for Tender packages, and manages tender processes for normal operations and capital projects in adherence to QEC’s stipulated procedure for bid opening, tender evaluation, proposal consensus meetings and contract awards. • Evaluates tender and proposal submissions based on administrative and legal compliance, price, quality, service, availability, reliability, and suitability for end user requirements taking into consideration Article 24 of the Nunavut Land Claims Agreement as set out in the Nunavummi Nangminiqaqtunik Ikajuuti (NNI) Policy. • Ensures all purchase transactions are in accordance with approved policies and procedures, and contract law. • Provides administrative support related to the procurement process and maintains contract and procurement files. • Verifies order receipt and reconciles goods in transit to process vendor invoices. • Works in partnership with Manager, Supply Chain, Procurement Coordinator and other Purchasing Clerks to place sealift orders in a timely manner and to provide logistics support for movement of goods to all QEC communities. • Organizes tendering process for disposal of assets as and when necessary. Required Qualifications Include: • An accredited post-secondary diploma in business or a related field of study. • Three (3) years’ experience in public procurement including organizing public request for proposal and management for the purchase of goods, services and construction with experience in public tendering practices, regulations and policies. • Demonstrated ability to analyze procurement related issues and provide solutions. Assets: • Supply Chain Management Program (SCMP), Procurement and Contract Management Program (PCMP) or similar certification would be an asset. • Knowledge of Nunavut, the land, language and culture. • The ability to communicate in Inuktitut, Inuinnaqtun and/or French. Equivalencies consisting of a combination of related education and experience may be considered. We offer a competitive starting salary range of $87,204.00 to $101,146.50 a northern living allowance of $24,381 per annum, eligibility for overtime, a comprehensive benefits package including a defined benefit pension program and subsidized staff housing. This position is included in the Nunavut Employees Union. Preference will be given to Nunavut Inuit. If a Nunavut Inuit is not the successful candidate, the position will be offered as a three (3) year term.
