QULLIQ ENERGY CORPORATION Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities. QEC 21-001 Director, Corporate Affairs Based out of Iqaluit, Nunavut and reporting to the President and CEO, the Director, Corporate Affairs is responsible for for providing strategic direction to the Corporate Affairs department. This position is also responsible for aligning the department with the Corporation’s strategic goals and objectives and participating in the Senior Management Committee. The position is responsible for leading and effectively managing the corporate activities of QEC, including intergovernmental affairs, corporate reporting, strategic planning, internal and external communications and policy development. The position represents a key intergovernmental liaison between QEC and the Government of Nunavut on matters of policy, planning, corporate communications and legislative requirements. The position also serves as a leadership representative between QEC and the corporation’s Board of Directors. Duties and Responsibilities: • Manage the day-to-day operation and quality of corporate affairs and work products to stakeholders – including QEC’s primary stakeholder, the Government of Nunavut; • Acts as critical liaison with the Minister’s Office and GN Central Agencies (Finance, Executive and Intergovernmental Affairs, Justice, and Culture and Heritage). • Reviews and evaluates program and service delivery, and recommends strategies for improvements to achieve maximum effective corporate affairs deliverables. • Develops in partnership with the Senior Management Committee appropriate policies and plans to ensure that QEC achieves its vision and priorities, translating these into tangible action plans and successful outcomes. • Ensure corporate transparency through the accountability of Access to Information and Protection and Privacy requests. • Coordinate the preparation of briefing materials for Legislative Assembly sessions and coordinate the monitoring of sessions to track questions posed to the Minister responsible for QEC, write responses and submit responses in a timely manner. • Coordinate the drafting of Ministerial correspondence with Manager, Corporate Planning. • Responsible for the protection and safeguarding of corporate image and reputation. • Performance Manage direct reports, this includes, but not limited to, completing annual performance reviews, coach and mentor to promote growth and resolve workplace disputes in coordination with Human Resources. Required Qualifications Include: • Bachelor’s degree in Political Science, Public Administration, Communications, Economics or related discipline. • Ten years of experience in public relations, public policy or communications. • Five years of supervisory experience in a management or senior level role. Assets: • Experience in the utility sector is an asset. • Knowledge of Nunavut, the land, language and culture. • The ability to communicate in Inuktitut, Inuinnaqtun and/or French. Equivalencies: • College diploma in Political Science, Public Administration, Communications, Economics or related discipline. • Twelve years experience in public relations, public policy, or communications. • Five years of supervisory experience in a management or senior level role. We offer a competitive starting salary range of $121,836 to $146,562 a northern living allowance of $15,016 per annum, a comprehensive benefits package including a defined benefit pension program and subsidized staff housing. This position is not included in the Nunavut Employees Union. Preference will be given to Nunavut Inuit. If a Nunavut Inuit is not the successful candidate, the position will be offered as a three (3) year term.
