QULLIQ ENERGY CORPORATION
Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities.
QEC-20-030 Director, Human Resources
(Three-Year Term)
Based out of Baker Lake, Nunavut and reporting to the President and CEO, the Director, Human Resources provides strategic direction to the Human Resources department. The position is responsible for ensuring the development, implementation and evaluation of all Human Resources functions including, but not limited to: staffing and recruitment, labour and employee relations, Inuit employment initiatives, compensation and training & development.
Duties and Responsibilities:
• Champions the Inuit Employment Plan (IEP); including but not limited to, Inuit Career Development Planning (ICDP), the Inuit Leadership Development Program (ILDP), the apprenticeship program, the Summer Student Program (SSP) and the IEP and IQ committees.
• Oversees all corporate processes relating to employee and labour relations; including but not limited to, union interactions, collective agreement and employment contract administration, collective bargaining, investigations, and progressive discipline up to and including termination of employment.
• Ensure adherence to all staffing policies, procedures and public service Directives to manage position control, recruit, select, appoint and hire all QEC employee in compliance with the Nunavut Priority Hiring Policy.
• Confirms that all permanent and temporary recruitment actions are supported with the appropriate documentation (i.e. Job Action Requests (JAR) or Staffing Actions (SA)).
• Responsible for job design, wage and salary structures, pay policies to ensure compliance with the QEC Job Evaluation System, the Public Service Act, the Public Service Regulations, collective agreement and employment contract administration, policies, GN Directives, best practices and other relevant authorities, including pay equity both internally and in relation to the external environment
• Leads and is responsible for all departmental activities including unit and organizational level goals and objectives planning, monitoring and evaluation, annual departmental budget development, fiscal maintenance including month variance analysis and review of resources allocations effectiveness.
• Accountable for all internal and external Human Resources reporting requirements.
Required Qualifications Include:
• Bachelor’s degree with a concentration in Human Resources.
• Professional designation as a Chartered Professional in Human Resources (CPHR).
• Ten (10) years Human Resources Management experience with exposure to all major functional areas of practice with five (5) years of experience in the supervision and development of a management level direct reports.
• Experience in a unionized environment in the public sector.
Assets:
• Experience in the utility sector is an asset.
• Knowledge of Nunavut, the land, language and culture.
• The ability to communicate in Inuktitut, Inuinnaqtun and/or French.
We offer a competitive starting salary range of $169,903 to $191,080 a northern living allowance of $24,381 per annum, a comprehensive benefits package including a defined benefit pension program and subsidized staff housing. This position is not included in the Nunavut Employees Union.
