QULLIQ ENERGY CORPORATION

Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities.

QEC 21-032 Director, Human Resources

Based out of Baker Lake, Nunavut and reporting to the President and CEO, the Director, Human Resources provides strategic leadership to the QEC Human Resources Department. The position is responsible for ensuring the development, implementation and evaluation of all Human Resources functions including, but not limited to: training and development, staffing and recruitment, employee and labour relations, Inuit employment initiatives, and compensation. The position is a member of the Senior Management Committee (SMC), develops the departmental budget, oversees daily departmental operations, ensures continuous improvement of policy and procedures, and provides oversight for all departmental projects.
Duties and Responsibilities:
• Champions the Inuit Employment Plan (IEP) and its associated employment programs including Career Development Plans, Inuit Leadership Development Program (ILDP), Apprenticeship Program, Internship Program, Summer Student Program, and various committees.
• Leads and is responsible for all departmental activities including HR planning goals and objectives, monitoring and evaluation, annual departmental budget development, fiscal maintenance including month variance analysis and review of resources allocations effectiveness.
• Responsible for position control, job design, wage, and salary structures, pay policies to ensure compliance with the QEC Job Evaluation System, the Public Service Act, the Public Service Regulations, collective agreement, and all other relevant authorities.
• Ensures adherence to all staffing policies, procedures, including the Priority Hiring Policy, and Nunavut public service directives to manage the recruitment and selection of all QEC employees,
• Oversees corporate processes related to employee and labour relations; including but not limited to, union interactions, collective agreement and employment contract administration, collective bargaining, investigations, and progressive discipline up to and including termination of employment
• Accountable for all internal and external Human Resources reporting requirements

Required Qualifications Include:
• Bachelor’s degree in Human Resources, Business Administration, or related discipline
• Seven years of experience as a senior human resources practitioner performing related functions.
• Five years of supervisory experience in a management or senior level role.
• Experience in alternate dispute resolution, performance management, and HRIS.
• Experience working in a unionized environment.

Assets:
• Professional designation in Human Resources is an asset
• Experience working in the public service and/or the utility sector is an asset.
• Knowledge of Nunavut, the land, language and culture.
• The ability to communicate in Inuktitut, Inuinnaqtun and/or French.

We offer a competitive starting salary range of $158,964 to $197,164 a northern living allowance of $24,381 per annum, a comprehensive benefits package including a defined benefit pension program and subsidized staff housing. This position is not included in the Nunavut Employees Union.
