Qulliq Energy Corporation

 

Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities. 

 

QEC-25-019 Director, Human Resources

Baker Lake, Nunavut

 

Based out of Baker Lake, Nunavut and reporting to Vice-President, Corporate Affairs, the on-site Director, Human Resources provides strategic leadership to the QEC Human Resources Department. The position is responsible for ensuring the development, implementation and evaluation of all Human Resources functions including, but not limited to training and development, staffing and recruitment, employee and labour relations, Inuit employment initiatives, and compensation. 

The position is a member of the Senior Management Committee (SMC), develops the departmental budget, oversees daily departmental operations, ensures continuous improvement of policy and procedures, and provides oversight for all departmental projects.

Duties and Responsibilities:

 

  • Delivers strategic HR leadership and oversees all facets of the Human Resource function at QEC including organizational design, talent acquisition, onboarding and offboarding, employee and labour relations, employee wellness, return to work, workforce planning, total compensation management, and change management initiatives. 
  • Mentors and leads a team of HR professionals in planning, goal setting, monitoring, and evaluation of their objectives; fosters and maintains a team culture of productivity, equity and one that encourages constant learning. As well, the development and maintenance of the HR department’s annual budget including doing a monthly variance analysis and the ROI on resource allocations.
  • Provides day-to-day coaching to QEC staff and leadership on aspects such as but not limited to employee relations, policy interpretation and application; talent management and development; and organizational design.
  • Champions the Inuit Employment Plan (IEP) and its associated employment programs including Career Development Plans, Inuit Leadership Development Program (ILDP), Apprenticeship Program, Internship Program, Summer Student Program, and various committees.
  • Responsible for job design, position control, wages and salary structures, and compensation policies to ensure compliance with QEC’s Job Evaluation System, the Public Service Act, the Public Service Regulations, NEU Collective Agreement, and all other relevant authorities.
  • Ensures adherence to all staffing policies, procedures, including the Priority Hiring Policy, and Nunavut public service directives to manage the selection and recruitment of QEC employees. 
  • Oversees corporate processes and provides strategic consultations related to employee and labour relations; including but not limited to, union interactions, collective agreement and employment contract administration, collective bargaining, investigations, and progressive discipline up to and including termination of employment.
  • Works with external stakeholders such as the Government of Nunavut, QEC’s Board of Directors, and other authorities to be accountable for data-driven (external and internal) reports to inform of decision making.
  • Operates as keyholder for the Baker Lake Head Office building and assists in building-related matters as required by the QEC Facilities department or as needed.

 

Required Qualifications Include: 

 

  • Post-Secondary degree in Human Resources, Industrial/Labor Relations, or a closely related discipline.
  • Post-graduate certification in Human Resources Management.
  • A minimum of seven (7) years of experience as a senior Human Resources practitioner of which a minimum of five (5) years in a supervisory or people leadership role.
  • Working proficiency and recent hands-on experience in alternate dispute resolution (ADR), collective bargaining negotiations, performance management, system implementations, and using various HRIS. 
  • Previous experience working in a unionized environment. 

 

Assets:

 

  • A professional designation in Human Resources.
  • Recent or previous experience working in the public service and/or the utility sector.
  • Knowledge of Nunavut, the land, language, and culture.
  • The ability to communicate in Inuktitut, Inuinnaqtun and/or French.

We offer a competitive starting salary range of $194,572.92 to $241,330.57, a northern living allowance of $24,281 per annum, a comprehensive benefits package including a defined benefit pension program and subsidized housing. This position is not included in the Nunavut Employees Union.

 

 

Preference will be given to Nunavut Inuit.
