QULLIQ ENERGY CORPORATION
Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities.
QEC 21-023 Employee and Labour Relations Specialist
Based out of Iqaluit, Nunavut and reporting to the Director, Human Resources the Employee and Labour Relation Specialist is responsible for providing mentorship and guidance to management concerning employee relations, interpretation of collective agreements, terms and conditions of employment, and alternative dispute resolution. The position is also responsible for administering performance management, resolving complaints and grievances, processing employee terminations, and championing the Government of Nunavut’s (GN) Respectful Workplace policy.
Duties and Responsibilities:
• Provides advice on interpretation and implementation of the collective agreement, Nunavut employment standards, and developments in labour and employment legislation.
• Develops and implements employee/labour relations plans that are consistent with management practices, the collective agreement, and applicable legislation and business objectives.
• Researches current employee/employer and Human Rights disputes and resolutions, seeks an interpretation, or undertakes the analysis necessary to understand the implications for QEC.
• Assists with collective bargaining, including: researching bargaining data, preparing proposals and briefing notes for the Government of Nunavut (GN) approval, representing QEC together with the GN, in negotiating contractual agreements.
• Trains, coaches, mentors, and leads managers and supervisors in unionized and excluded labour and employee relations matters.
• Investigates and acts as a mediator in disputes and prepares and presents cases at arbitration and other tribunals.
• Provides mentoring and internship supports to Inuit staff and junior staff members.
Required Qualifications Include:
• Bachelor’s degree in Human Resources, Employee and Labour Relations, Industrial Relations, or similar field of study.
• Five years of experience in providing labour relations advice, guidance, and support.
• Experience in grievance proceedings, arbitration, progressive discipline, performance management, and attendance management.
Assets:
• Professional designation as a Chartered Professional in Human Resources (CPHR).
• Experience in a unionized environment.
• Knowledge of Nunavut, the land, language and culture.
• The ability to communicate in Inuktitut, Inuinnaqtun and/or French.
Equivalencies:
• Diploma in Human Resources, Employee and Labour Relations, Industrial Relations, or similar field of study.
• Seven years of experience in providing labour relations advice, guidance, and support.
• Experience in grievance proceedings, arbitration, progressive discipline, performance management, and attendance management.
We offer a competitive starting salary range of $106,587 to $126,340 a northern living allowance of $15,016 per annum, a comprehensive benefits package including a defined benefit pension program and subsidized staff housing. This position is not included in the Nunavut Employees Union.
