Qulliq Energy Corporation

 

Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities.

 

QEC 21-052 Facilities Manager

 

Based out of Iqaluit, Nunavut and reporting to the Director, Health, Safety, Environment, Facilities the Facilities Manager is responsible for managing QEC’s real property portfolio in a manner that ensures value for money expended, demonstrates sound stewardship, incorporates a risk management approach, and supports the Corporation’s service objectives. The position is also responsible for managing the Corporation’s property portfolio, including acquisitions, maintenance, and terminations of fixed and mobile assets, owned and leased staff housing, owned and leased commercial facilities, lands, and mobile equipment, including rolling stock.

Duties and Responsibilities:

  • Works with landlords to negotiate new leases, resolve disputes, and terminate old leases; including ensuring all residential leases between employees and QEC are current and correct.
  • Monitors services provided by landlords to ensure they are fulfilling their contractual agreements to QEC and coordinates with in-house legal counsel and outside legal counsel to resolve disputes on legal matters.
  • Coordinates outside and/or in-house consulting services of architects, engineers, and other professionals on technical issues.
  • Oversees project implementation including contract and financial performance, and conformance to schedule and contingency planning.
  • Manages physical inspections of assets to ensure proper operation of building systems, weather tightness of the building envelop, proper maintenance, and code compliance
  • Prepares and manages operations and maintenance budget ($9 million) for the assets, including the development and execution of an Annual Work Plan.
  • Establishes annual goals for all direct reports and monitors their business results through performance management and takes corrective action to resolve conflict or performance related issues.

 

Required Qualifications Include:

 

  • Post-Secondary diploma in business administration, public administration, or related discipline.
  • Five years of experience in the management of diverse real property portfolios, such as leased or owned industrial, commercial, and/or residential properties.
  • Two years of experience in the supervision and development of staff.

 

Assets:

  • Professional certification as a Real Property Administrator, or related certification is an asset
  • Knowledge of Nunavut, the land, language and culture.
  • The ability to communicate in Inuktitut, Inuinnaqtun and/or French.

We offer a competitive starting salary range of $106,587.00 to $136,227.00 a northern living allowance of $15,016.00 per annum, a comprehensive benefits package including a defined benefit pension program and subsidized staff housing. This position is not included in the Nunavut Employees Union.
