QULLIQ ENERGY CORPORATION Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities. QEC 21-002 Health, Safety, and Environmental Construction Coordinator Based out of Iqaluit, Nunavut and reporting to the Manager, Health, Safety, and Environment, the Health, Safety, and Environmental Construction Coordinator is responsible for ensuring adherence to all national and territorial health, safety, and environmental rules and regulations as they relate to the Corporation’s Capital and Operations and Management projects. The position is also responsible for providing contractor orientation to all staff, ensuring orientation materials are received prior to arrival on site, conducting hazard assessments and safety inspections of worksites, completing audits to ensure adherence to safety standards, and ensuring contractors have all required WSCC pre-qualifications, training records, and appropriate skilled workers. Duties and Responsibilities: • Provides health & safety training, advice, and guidance in the preparation of tenders and requests for proposals, in the pre-qualification of contractors, in the evaluation of proposals, the selection of appropriate contractors, the onsite orientation of contractors, and the evaluation of contractor safety performance. • Elevate the safety awareness and performance of QEC staff and contractors through training, documentation of safe work practices, and ongoing monitoring with a focus on project safety planning and contractor safety management. • Conducts in-depth plant, facility, and worksite inspections and audits to monitor work practices and procedures. • Prepares inspection reports and ensures procedures and timelines are in place for corrective action wherever deficiencies are identified. • Provide direction to management, project managers, and staff in the interpretation and application of occupational health, safety, and environmental regulatory requirements. • Acts as the QEC expert contact for contractors and project managers with regard to the process and protocols regarding Workers Safety and Compensation Commission (WSCC) and other regulatory agencies. • Assists in the development, implementation, and evaluation of policies, procedures, forms, rules, guidelines, memos and presentations that contribute the strategic direction of the Corporation. • Manages appropriate training, communication and monitoring of health and safety practices throughout the Corporation. • Travels to remote communities to conduct in-depth plant, facility, and worksite inspections and audits to monitor work practices and procedures. Required Qualifications Include: • Completion of a post-secondary diploma in Occupational Health and Safety. • Five years of experience organizing and managing contractor health, safety, and environmental programs. • Experience enforcing health, safety and environmental regulations. Assets: • Professional designation as a Canadian Registered Safety Professional (CSRP) or a Certified Healthy Safety Consultant (CHSC) is an asset. • National Construction Safety Officer (NCSO), Construction Safety Officer (CSO) is an asset. • Experience in environmental management is an asset. • Experience working in a utility environment is an asset. • Knowledge of Nunavut, the land, language and culture. • The ability to communicate in Inuktitut, Inuinnaqtun and/or French. Equivalencies: • High school diploma • Seven years experience organizing and managing contractor health, safety, and environmental programs. • Experience enforcing health, safety and environmental regulations. We offer a competitive starting salary range of $93,268 to $108,946 a northern living allowance of $15,016 per annum, a comprehensive benefits package including a defined benefit pension program and subsidized staff housing. This position is included in the Nunavut Employees Union. Preference will be given to Nunavut Inuit. If a Nunavut Inuit is not the successful candidate, the position will be offered as a three (3) year term.
