Qulliq Energy Corporation

 

Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities.

 

Legal Counsel (QEC-23-015)

IQALUIT, NU

 

Based out of Iqaluit, Nunavut and reporting to the President and CEO, the Legal Counsel is responsible for providing strategic legal advice and guidance to the Corporation on a broad range of legal matters. The position is responsible for protecting and safeguarding the Corporation’s reputation in matters that may be brought before the courts and hearings. The position provides guidance and instruction on matters related to laws, rules, regulations, contracts, procurement, real property, and human resources.

Duties and Responsibilities:

  • Provides legal counsel and guidance to the Board of Directors, President and CEO, Senior Management, and officers of the Corporation on a broad range of legal matters pertaining to contracts, procurement, environment, licensing, employment, and other legal or quasi-legal matters.
  • Works proactively to identify, analyze, research, and evaluate existing and emerging legal, legislative, and regulatory developments in case law that may affect the Corporation’s interests or reputation.
  • Drafts, reviews, and refines documentation, including transaction checklists and standard form documents, letters, contracts, and contract templates, tenders, reports, memoranda, resolutions and policy, statutory interpretation, labour relations issues, grievances and arbitrations, corporate and commercial transactions, procurement advice, contract negotiation, contract disputes, contract review and approval, and other legal and quasi-legal matters that may arise.
  • Researches, evaluates, and communicates legal and regulatory risk factors regarding business decisions and operations and provides advice for effective risk management techniques and corresponding legal considerations.
  • Collaborates with subject matter experts to interpret legislation and regulations and provide legal opinions and advice to departments when requested.
  • Reviews contracts, leases, and other legal documents; researches legal issues and recommends revisions as necessary.
  • Represents or oversees the representation of the Corporation in judicial and administrative proceedings and in negotiations with other agencies, corporations, or GN departments.
  • Develops and maintains effective relationships with external counsel to obtain legal opinions or to handle claims and litigation as required.

Required Qualifications Include:

  • J.D. from a Canadian Bar Association accredited law school.
  • Membership in the Nunavut Bar Association.
  • Five years practice including experience with civil and general practice and administrative law, preferably in a corporate environment or public service.
  • Experience in contracting and business negotiation, government procurement, interpretation of collective agreements, grievance procedures, and binding arbitration.

Assets:

  • Knowledge of Nunavut, the land, language and culture.
  • The ability to communicate in Inuktitut, Inuinnaqtun and/or French.

 

We offer a competitive starting salary range of $128,034.52 to $166,998.03 a northern living allowance of $16,008.00 per annum, a comprehensive benefits package including a defined benefit pension program and subsidized staff housing. This position is not included in the Nunavut Employees Union.

 

Preference will be given to Nunavut Inuit.
