Qulliq Energy Corporation

 

Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities.

 

Manager, Payroll, Pension, and Benefits (QEC-24-009)

Baker Lake, Nunavut

Reporting to the Chief Financial Officer, the Manager, Payroll, Pension, and Benefits is responsible for overseeing the delivery and administration of the Corporation’s payroll process, pension plan, and benefits program. The position is also responsible for administering new hire documentation submissions, termination processing, auditing and reconciling contributions and deductions, submitting monthly pension and benefits remittances, ensuring compliance with all federal and territorial regulations and internal policy and procedures, acting as a liaison between the corporation, its benefits providers, and the Superannuation directorate, and developing policies and procedures as required.

 

Duties and Responsibilities:

  • Oversees the timely, accurate, and compliant processing of payroll transactions including salaries, benefits, pension, garnishments, taxes, and other deductions.
  • Determines payroll liabilities by approving the calculation of employee federal and territorial income and taxes, and employer’s social security, unemployment, and worker’s compensation payments.
  • Ensures compliance with pension and benefits requirements and all legal obligations, while continuously ensuring accuracy and timeliness of payment remittances.
  • Ensures work of the division is performed in accordance with all federal and territorial acts and regulations, as well as internal policies and procedures.
  • Develops financial entries at the end of every pay period for submission and review by the Chief Financial Officer.
  • Reviews and reconciles employee year-end tax slips with pay register.
  • Ensures accurate and timely processing of new hires, terminations, and changes to pay rates.

Required Qualifications Include: 

  • Bachelors in accounting, Business Administration, Human Resources, or related discipline.
  • Five years of experience administering payroll, pension, and benefits.
  • Two years of experience in the supervision and development of staff.

Assets:

  • Certified Payroll Manager (CPM) or Payroll Compliance Practitioner (PCP) is an asset.
  • Knowledge of Nunavut, the land, language, and culture an asset.
  • The ability to speak Inuktitut, Inuinnaqtun and/or French an asset.

A combination of education and equivalent experience may be considered.

We offer a competitive starting salary range of $108,947.64 to $128,221.86 and a northern living allowance of $24,281.00 per annum. We also offer a comprehensive benefits package, including a defined-benefit pension program. In addition, subsidized staff housing is available for this position. This position is not included in the Nunavut Employee’s Union.

Preference will be given to Nunavut Inuit.
