Qulliq Energy Corporation

Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities.

QEC-19-042 Manager, Regulatory Reporting

Based out of Iqaluit, Nunavut and reporting to the Chief Financial Officer, the Manager, Regulatory Reporting is responsible for the design, implementation and evaluation of regulatory reporting, compliance budgeting and forecasting relating to the Corporation’s utility revenues. This position is instrumental in developing the rate design function of QEC ensuring competitive market rates as well as the recovery of the economic costs in the provision of the Corporation’s services.

Duties and Responsibilities:

  • This position’s primary responsibility is to prepare all regulatory documents and ensuring they are filed within the applicable timelines.
  • Analyzes, interprets and reports corporate information related to financial planning and capital budgets.
  • Acts as the Corporations’ financial analysis and reporting lead in all general rate applications, annual fuel rate applications and major project permit applications.
  • Prepares cost of service studies, analyzes and calculate rates, rate adjustments, rate policies and regulations.
  • Analyzes and interprets financial statistics and other data to produce critical and/or confidential reports.
  • Partners with Senior Managers in analyzing, auditing, gathering source information and building business reports and responding to information requests.
  • Drafts briefing notes and correspondence for the Minister responsible for QEC.

Required Qualifications Include:

  • Bachelor’s degree in Business Administration with a concentration in Accounting or Finance from an accredited university.
  • Eight (8) years of experience in a financial or regulatory leadership position with experience and exposure to a variety of areas such as research and report preparation, finance & accounting processes, budgeting, and regulatory compliance processes.  

Assets:

  • Completion of a professional account designation (CPA).
  • Formal training and education in project management and/or regulatory leadership.
  • Knowledge of Nunavut, the land, language and culture.
  • The ability to communicate in Inuktitut, Inuinnaqtun and/or French.

Equivalencies that consist of an acceptable combination of education, experience, knowledge, skills and abilities may be considered.

We offer a competitive starting salary range of $104,500 to $123,864, a northern living allowance of $15,016 per annum, eligibility for overtime and a comprehensive benefits package including a defined benefit and pension program, along with subsidized staff housing and a relocation package. This position is not included in the Nunavut Employees Union.
