QULLIQ ENERGY CORPORATION
Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities.
QEC 21-029 Manager, Staffing and Recruitment
Based out of Iqaluit, Nunavut and reporting to the Director of Human Resources, the Manager, Staffing and Recruitment is responsible for managing hiring activities and implementing strategies that allows for a high level of service delivery to ensure QEC has the capacity needed to deliver essential services and programs to Nunavummiut. The position is also responsible for strategic planning, administering job evaluation, advising on organizational design, policy, and procedure development.
Duties and Responsibilities:
• Ensures staffing practices are carried out in accordance with the Public Service Act and Regulations, Human Rights Act, Access to Information and Protection of Privacy Act (ATIPP), the Nunavut Agreement, Collective Agreement and other Terms and Conditions of Employment, and the various policies and procedures governing the staffing process.
• Consults with management and discusses staffing planning and recruitment needs, ensures the options provided and the decisions made accurately reflect business needs and are in line with meeting the goals of building capacity and the QEC Inuit Employment Plan.
• Manages the Casual and Relief Employment Program and the Summer Student Program (SSP) including the associated budget, the Relocation Program including the associated budget, and the Staffing Appeals process.
• Develops and revises job descriptions, creates requests for decision’s (RFDs) for direct appointments, position creation or organizational changes.
• Researches, develops, implements, and/or revises staffing, procedures, practices, and initiatives.
• Leads staffing competitions of specialized and management positions, as required.
• Liaises with the GN’s Sivumuaqatigiit Division regarding Inuit employment initiatives.
• Completes internal reviews on staffing competitions and quality assurance on all staffing actions prior to advertisement.
• Conducts job evaluations, advises on organizational design and assess impacts.
• Develops and facilitates a customized on-boarding program that encompasses the corporate history, key policies, office protocols, etc.
• Prepares and reports on staffing and capacity statistics for senior management, the Board of Directors, the Government of Nunavut and Cabinet as required.
Required Qualifications Include:
• Bachelor’s degree in Human Resources, Business Administration, or related discipline.
• Five years of experience in the development and administration of staffing and recruitment programs.
• Two years of experience in the supervision and development of staff.
Assets:
• Professional designation as a Chartered Professional in Human Resources (CPHR) is an asset
• Experience working in a unionized environment and in the public sector is an asset.
• Knowledge of Nunavut, the land, language and culture.
• The ability to communicate in Inuktitut, Inuinnaqtun and/or French.
We offer a competitive starting salary range of $106,587.00 to $126,340.50, a northern living allowance of $15,016 per annum, a comprehensive benefits package including a defined benefit pension program and subsidized staff housing. This position is not included in the Nunavut Employees Union.
