Qulliq Energy Corporation

 

Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities.

 

QEC 21-055 Procurement Coordinator

 

Based out of Iqaluit, Nunavut and reporting to the Supply Chain Manager, the Procurement Coordinator is responsible for ensuring that the Corporation’s procurement activity is conducted in accordance with Nunavut’s public service procurement and contracting policies, procedures, guidelines, and legislation. The position is also responsible for providing advice, guidance, and support related to public service contracting processes and procedures, maintaining a detailed work plan for all tenders and contracts, and determining solutions to resolve complex procurement issues.

Duties and Responsibilities:

  • Provided guidance and recommendations on solicitation methods (public tender, select invitation, direct invitation, etc.) and procurement methods (Request for Tender, Request for Proposals, etc.)
  • Provides advice to departments regarding the development of standing offer and service agreements to facilitate the efficient operation of the service cycles with relative agreements in place.
  • Develops tender documents and manages tender processes for operational and capital projects.
  • Provide guidance to staff on issues related to the tendering process, bid opening process, and preparing tender evaluation reports, and provides recommendations for contract awards. 
  • Updates and modifies the templates, manuals, forms and quick guides on consultation with Legal Counsel.
  • Maintains contract and procurement files, including bond documents.

Required Qualifications Include:

  • Post secondary diploma in business administration, public administration, or related discipline.
  • Five years of experience in procurement, tendering, and contract administration.
  • Experience interpreting procurement rules, regulations, and policies.

Assets:

  • Professional designation in Supply Chain Management Professional (SCMP), Procurement and Contract Management Program {PCMP), Project Management Professional (PMP), or similar designations are an asset.
  • Experience working in the public service is an asset.
  • Experience working in the utility sector is an asset.
  • Experience  in  project  management,  particularly  in  the  areas  of  planning,  scheduling, resources management, estimating, and progress reporting, is an asset.
  • Knowledge of Nunavut, the land, language and culture.
  • The ability to communicate in Inuktitut, Inuinnaqtun and/or French.

We offer a competitive starting salary range of $93, 268.50 to $108, 946.50 a northern living allowance of $15,016.00 per annum, a comprehensive benefits package including a defined benefit pension program and SUBSIDIZED STAFF HOUSING. This position is included in the Nunavut Employees Union.

 

Preference will be given to Nunavut Inuit.
