Supply Chain Manager (QEC-24-036)
Baker Lake, Nunavut
Reporting to the Chief Financial Officer, the Manager, Supply Chain is responsible for coordinating all entities and stakeholders involved in the procurement life cycle of a variety of commodities and services for Qulliq Energy Corporation (QEC). This position is responsible for the consistent application of QEC’s contract procurement processes and practices in accordance with the territorial Financial Administration Act, Nunavut Land Claims Agreement (Article 24), Nunavummi Nangminiqaqtunik Ikajuuti (NNI) policy, and Office of the Auditor General (OAG) regulations.
Duties and Responsibilities:
- Ensuring consistent application of QEC’s contracting and procurement procedures and guidelines, in accordance with sound financial administration practices and associated contracting regulations.
- Managing the fuel re‑supply of 40 million liters annually, organizing sea lift process for movement of bulk volume of goods, providing guidance to Supply Chain staff in sourcing suppliers and contractors for operations & maintenance items of QEC, and for high value capital projects.
- Establishing and maintaining effective relationships with Engineering, Operations, HS&E, Property and other departments, and external professional relationships to determine needs and priorities.
- Providing effective input – for logistic support and inventory planning to meet QEC needs, Supporting the department in planning and organizing disposal of surplus items and wastes.
- Assisting the CFO in the planning and execution of Supply Chain goals and objectives and developing organizational procurement policy and directives.
- Coordinating with regional staff to continuously improve systems technology to ensure data integrity for timely, accurate financial reporting.
- Working with the Accounts Payable Supervisor and Project Accountants, respectively, to ensure received and committed items are recorded in an accurate, timely manner, and properly allocated to capital, inventory or operating accounts.
Required Qualifications Include:
- A bachelor’s degree in business administration, Finance, Law or a similar discipline from a recognized university.
- Supply Chain Management Professional (SCMP) designation or similar certification.
- At least five (5) years direct Supply Chain Management experience at the management or senior level.
- Three (3) years or more supervising staff in a similar setting.
Assets:
- Experience in diesel power generation is an asset.
- NNI Policy experience an asset.
- Knowledge of transportation in the Canadian North routing via air and marine transport an asset.
- Knowledge of Nunavut, the land, language and culture an asset.
- The ability to speak Inuktitut, Inuinnaqtun and/or French an asset.
We offer a competitive salary range of $ 116,485.16 to $138,089.93 and a northern living allowance of $24,381per annum. We also offer a comprehensive benefits package, including a defined-benefit pension program. In addition, subsidized staff housing is available for this position. This position is not included in the Nunavut Employee’s Union.
Preference will be given to Nunavut Inuit.
