Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory’s communities.
Vice President, Corporate Services (QEC-22-024), Iqaluit, Nunavut
Reporting to the President and CEO, the Vice President (VP), Corporate Services, collaborates with the President and CEO and Senior Management team to set the strategic vision for the corporation and develops the long-term and short-term plans required to deliver all operating, financial and customer service-level performance objectives. The VP provides strategic leadership and direction in accordance with corporate priorities to the corporate services departments of Human Resources (HR), Information Technology (IT) and Health, Safety, and Environment (HSE). In addition, the VP will demonstrate and continually stress the importance of a client service approach when providing services or information within QEC and externally. The VP is a significant contributor to QEC programs and initiatives and frequently advises others on the resolution of complex corporate services’ matters, including those with significant financial and legal impacts. The VP will also provide support to and work in collaboration with QEC’s Corporate Affairs in the areas of policy development, communications, community engagement and Inuit Societal Values.
Additional duties and responsibilities:
- Advises the CEO, Senior Management team, Board of Directors, and government officials; participates on internal/external committees, as required.
- Participates in setting priorities and objectives and contributes to the preparation of the departmental business plan and budget for submission to the Financial Management Board.
- Builds collaborative working relationships with other levels of government, Government of Nunavut departments, community leaders, and private sector stakeholders.
- Manages and oversees the Corporate Services’ O & M and capital budget, contracting/ procurement activities, process and policy improvements, and special projects.
- Provides leadership in the creation of a safety-first culture that enables the successful execution of HSE strategies, ensuring they meet regulatory requirements/standards in an effective manner.
- Ensures QEC’s management information and IT systems (including infrastructure) meet the needs and requirements of all QEC departments.
- Supports progressive HR plans that enhance overall corporate capacity in meeting the growing energy demands of Nunavummiut.
- Ensures the priorities and requirements of Article 23 of the Nunavut Agreement are incorporated in all aspects of corporate services; provides leadership QEC-wide in Inuit Employment Planning.
- Provides leadership in the creation and promotion of a safety-first culture throughout QEC.
Required Qualifications Include:
- Bachelor’s degree in business management, HR, Law, Public Administration, or a similar field.
- Professional designation or master’s degree in a relevant field is an asset.
- Ten years of progressive management experience, five years of which must be in a senior management or executive role; working within the public sector or utility industry is an asset.
- Several years of proven supervisory experience with superior skills in leadership, problem solving, conflict resolution, negotiation, facilitation, and communication.
- Experience working with boards of directors and internal and external stakeholders.
- Experience with strategic and financial planning, project management, organizational development, partnership building, and developing business case proposals and policies.
- A combination of related education and work experience may be considered.
- A satisfactory Criminal Record Check is required as this is a Position of Trust.
We offer a competitive salary range of $169,903.50 to $244,198.50 and a northern living allowance of $16,008 per annum. We also offer a comprehensive benefits package, including a defined-benefit pension program. In addition, subsidized staff housing is available for this position. This position is not included in the Nunavut Employee’s Union.
